Food safety governance in European Union : from the perspective of policy integration

Food, by its very nature, an essential means of survival for human beings. Thus, the importance of ensuring its safety can be regarded as the basic expectation of consumers, producers and public authorities. European Union, which is the most enduring union have taken policy integration - vertical (intra-sectorial) and horizontal (inter-sectorial) integration within its multi-level governance framework, As the Neo-functionalism has indicated, the food safety policy integration was generated under the 'spill-over’ effect - the desire of complete the construction of Single Market and Common Agriculture Policy drives the integration of food safety policy. After went through the period of negligence, the Bovino Spongiform Encephalopathy (BSE) crisis had given a severe jolt to the Community system and helped to put food safety at the top of the political agenda in Europe. Importantly, this scandal also brought a wave of institutional reforms within the EU. The newly established institution -European Food Safety Agency (EFSA) plays the role of central hub in connecting the national competent authorities with European authorities. The external evaluation of the EFSA can reveal the efficiency and contribution to the integration process in certain degree. In line with the EU's successive efforts, multi-level regulators from national level, EU level and national level became more and more tight, in order to achieve the holistic integration of the EU, the inspiration from the perspective of policy integration of food safety governance could be a salutary lesson for other cross-cutting issues.
