Abstract of thesis entitled How High the Salary Should be for a Clean Government: the Chinese Case, submitted by Zhao Yang (M-B2-5611-1) for the degree of Master of Social Sciences in Economics at the University of Macau in July 2014. Corruption is one of the most compelling global problems. There are a lot of gaps to be filled and developed in the existing literature, such as empirical research of corruption, measurements of corruption levels, and the study of anti-corruption policy etc. This paper uses Chinese Mainland's data to fill some gaps in the economics of corruption. On one hand, the paper deduces a "fair wage - no corruption" wage combined with fair-wage model (Akerlof and Yellen, 1990) and the shirking hypothesis (Van Rijckeghem and Weder, 2001). Based on the efficiency wage theory (Akerlof and Yellen, 1990) and the job-to-labor ratio-wage model, as one of the significant factors for the corruption in the public sector, the lower bound of fair wage in Chinese public sector can be calculated and its value is USD 7,421 in 2011. On the other hand, the paper applies the lower bound of fair wage to estimate the level of the lower bound of "temptation" of corruption (Becker and Stigler, 1974) and the upper bound of effort model (Gould, 1980), which can provide new quantitative methods to measure the degree of corruption based on an objective economic model. Finally, on the aspect of anti-corruption policies, the paper uses the lower bound of fair wage in Chinese public sectors and No Corruption Condition (NCC) with the shirking hypothesis and fair-wage model to analyze anti-corruption policies, which suggests the wage in public sectors should be increased by at least 10.6% in 2011 by "high salary for a clean government" policy and argues the application condition of Properties Declaration System.
