ABSTRACT Modern conditions and present day situations demand it increasingly important and vitally necessary that a disciplined officer should be a well-instructed and properly qualified man. It is the accepted fact that the days when a man attired in authority gave the orders which he, in his own conviction, considered appropriate and took the liberty to enforce them by force, if necessary, have long gone. It is consoling to take note that the modern public in this day and age are much more amenable to reason and being far better educated who are ready and sensibly apt to question why and wherefore of anything if not everything. Of course, the social awareness, the understanding of civil liberty, the appreciation of human rights and legal protections are nothing but for the well-being and public benefit. For a practical example, a police officer in the disciplined service has to exercise much tact and patience and to enable him to achieve this he must possess a sound knowledge of his given duties and responsibilities. It must also be remembered that the modern criminal is far cleverer than his predecessors, and in order to cope with such individual the policeman must be an intelligent, well-instructed and properly qualified man. Indeed, suitable calibre for the disciplined service has to be gauged who must be carefully selected and professionally trained for the objectives. The author took cognisance of the series of the recruitment and training factors relative to the officers' cadre of the disciplined service who are part and partial the integral elements of the social structure. It stands to reason that their duty commitments and performance are subject to close scrutiny; and for reason of public expectations and demand they should have the vocational calling to serve with every degree of professionalism to meet the challenge. To reach the possible ideals, it could be understood that the disciplined officers should begiven with the best form of professional training by objectives in order to equip them with the technical know-how and managerial capabilities to shoulder their assigned tasks and public duties of the law enforcement agency. This is the main theme of the thesis and the author confines his views to the police service focusing on the real need for higher trainings for the ranked officers and leaders. The making of an officer has never been a simple process. Born leaders are few and far in-between and therefore, the search for potentials and cultivation of leaders are inevitable. This paper seeks to explore the ground work of training of the officers and to depict on the job need. The examination of the continuation training system is the next step forward coupled with the doctrine of on-the job training. Much have been said about training and many have attempted to provide better systems of training for the professionals. This dissertation attempts to identify the training needs and to map out the systems and patterns of training in a disciplined body to achieve the organizational and functional goals of the Royal Hong Kong Police Force. This dissertation under the subject of Training By Objectives In A Disciplined Service(Police)seeks to identify and establish the constabulary objectives and responsibilities in a changing social scene, The author reviews the report of the Royal Commission on the Police with the view to confirm the appropriate constabulary objectives of the Royal Hong Kong Police Force. The identification and establishment of the police objectives and the means used to ensure they are attained must include the tactical participation and leadership practices of the police leaders who are involved in the policing task. Therefore, the emphasis is to be placed on explicit objectives which serve to focus attention on the need for all police leaders to be conscious of them that they are seeking to achieve through their duty performance. To this end, the study on functional approach to policing in the modern society is to be directed. The police practice in the modern society is aiming for effectiveness and efficiency in order to cope with the ever increasing social demands. The constabulary objectives are to be accomplished by the Police Force which is to be functionally structured and functionally organised in accordance with the policing methods of the day, The author sets out the organisational system and functional structure in relation to the identified objectives and functional responsibilities. It is appreciated that the setting out of police objectives has little substantial meaning. Without the positive participation, execution, and above-all, leadership in the functionally structured police force. It is vitally important for all ranks of the police organisation to be able to provide input into the operational methods utilized under the directions of the senior police officers leadership within the functionally structured body becomes the intrinsic motivating force in the furtherance of the police service meeting its objectives. The study is concentrated on the analysis of the leadership theories, leadership practices and leadership training in the police force. Leadership forms a very important and major part of the function of police leaders. When determining priorities and importance, the training time devoted to leadership and the associated discipline must be substantial. On the other hand, the professional studies and police studies cannot be treated lightly but only to be improved all along. The objective of officer training is to provide a solid foundation for professionalism and enlightened leadership. The focal theme of this dissertation is centered at a critical appraisal of the process of training of police leaders in the Royal Hong Kong Police Force and evaluation of the training systems for police leaders within the conceptual framework of training by objectives. The principles, knowledge and techniques involved in Management by Objectives, Training by Objectives and Developing Leadership/Managerial Skill have existed within industry and the commercial world. At some stages, most of the subjective and scientific research into these areas has been predominantly confined to management studies in business. Professional training and leadership training in the constabulary service have been based on an adaptation and application of these techniques existing within industry and the armed services to the police needs. The study is to examine the direct approach to skill-based training, Knowledge-based training, Community-based function and to draw up the systems approaches to professional training and learning theories from the view-point of police training designed to serve a specific end and to achieve the constabulary objectives. The author sees that professional training in the Police service is an important need as higher standard of constabulary competence has been continually honed to meet the ever changing demands of the service. The dissertation justifies that the implementation of the style of training by objectives should assist the police officers with greater leadership and command credibility. Through training, officers capable of career advancement could be identified at an earlier stage. The study further seeks to illustrate the crucial value of training by objectives in the disciplined, service(Police), taking cognisance that, at any point of their police service, trained officers/leaders should have some measure of contribution to the next rank up and to the organisation as a whole.
