An interesting documentary that is utterly fascinating for the first 5 minutes, but seems to loose it's grip and somewhat limps along to it's conclusion. La Paz, in Bolivia, is the highest elevated city. Because of this, tourists who walk uphill it says, feels like you're walking up 10 flights of stairs. Nobody has fire insurance, as the lack of oxygen can't sustain fire for very long. You see all these totally interesting facts emerge, which are engrossing. But then the film focuses on the nurses, the sporting events and the music, which is sort of interesting, but not as interesting as the height facts.
