Abstract The Paris Agreement on climate change agreed at the Paris climate conference (COP21) in December 2015, is the first-ever general, legally binding global climate deal. It starts out a global action plan to put the world on track to avoid dangerous climate change by limiting global warming to well below 2°C. The Agreement entered into force on 4th November 2016. The European Union, co-hosts major international climate meeting with Canada and China, they are joining forces to strengthen global action in the fight against climate change by co-convening a ministerial meeting on climate action on 15th to 16th September, 2017 in Montreal, Canada. This gathering, a first of its kind, seeks to further increase global momentum for The implementation of the Paris Agreement. The Intergovernmental Panel on Climate Change's (IPCC) Fifth Assessment Report (AR5) completed in 2014 presents an important concept, the climate effects contaminants. Climate effects contaminants as the production of climate change, will keep polluting the environment, which has a final impact on human health. Generally, climate change will amplify existing risks and create new risks for natural and human systems. Risks are unevenly distributed and are generally greater for disadvantaged people and communities in countries at all levels of development. Food security, ecosystem, species extinctions, human activities and so on would be definitely affected in every regard. Absolutely, climate change has been a gradually severe matter for the European Union these years, which is what we do not want to see, and which we need to take actions on right away. We all know that the leading position of the European Union in tackling climate change, and the EU did contribute a lot to the establishment of international climate change policy and law. The thesis is beginning with the definition of climate change, by observing the activities all over the world, then talks about the framework of the EU under climate change, the measures taken in the past, analyze the situation of policy implement and the specific actions that the EU takes now, finally, try to find out the dilemmas and develop direction in future. To the EU climate change policy and law lead the way to better cope with conclude, climate change, and there are still a lot worth studying and exploring further.
