With the booming of Macao's economy, many people from other countries flocked to Macao for opportunities in business, employment, study etc. The rapidly developing tourism has also attracted an enormous number of visitors to Macao. In such a circumstance, the demand for translating government leaflets into English has markedly increased in recent decades. However, there is still much need for research concerning the translation of government leaflets. This study examines six translated government leaflets from Civic and Municipal Affairs Bureau of Macao qualitatively and quantitatively, in order to explore the underlying translation strategies and methods used in the rendition of those government leaflets from a functionalist perspective. Using Reiss' text typology and text function, and Newmarks' semantic and communicative translation as a framework, the author analyses the translation strategies and methods employed in the translations of the leaflets. The results reveal that semantic translation is mainly used for government leaflets serving an informative function while communicative translation for leaflets with operative functions. The most-frequently used translation methods -- i.e., INVERSION OF WORD ORDER, CONVERSION and OMISSION in the leaflets with informative function and OMISSION, AMPLIFICATION, and SPECIFICATION -- in the operative ones -- are presented quantitatively. Possible reasons for translator's tendencies in the use of translation strategies and methods are also discussed. The author further points out some implications for translators' application of strategies and translation methods and gives suggestions for further studies.
