Among government, press and public : assessing the effectiveness of Macau government spokesperson system

English Abstract

With the emphasis on the “building sunshine government”, the third-term Macau Special Administrative Region (abbreviated to MSAR Government) established the Spokesperson on February 24, 2010. This systematic news release mechanism is responsible for setting, arranging and coordinating the information strategies for the MSAR Government to ensure that it is an effective and unified way to communicate with the public and provide them information. The system was divided into three parts which contained the office of spokesperson, the news and public relations coordinators of main officials’ offices and those coordinators of all bureaus. The implementation of the system is closely related to the government's image and the disclosure of government information. This research provides questionnaire survey to the Macau citizen and interview with the journalists to evaluate the effectiveness of the system through four main functions of the spokesperson system, i.e., satisfying the public’s right to know, leading and checking public opinion, acting the government public relations and handling crisis. The success and default of the implementation of the system are discussed also. Key words: Government Spokesperson System, Macau, Right to Know, Public Opinion, Crisis Management.
