In recent years, the public crisis occurs both at home and abroad. When dealing with all these issues, governments, as the core powers, play crucial parts in it. Their abilities of dealing with the emergent affairs are directly related to the success or failure of solving those problems, especially their communication skills. In this research, combining the experiences of a certain city in Guangdong Province dealing with the typhoon Hagupit with the crisis management theories of both Chinese and foreign scholars, current crisis management and countermeasures, especially the communication skills, will be analyzed. From prevention and monitor of public crisis, countermeasures to reconversion, different stages will be examined. Progressively, the problems of China Government when facing the public crisis including lack of scientific and legal system, or comprehensive mechanism, will be concluded. Furthermore, all the problems will be analyzed with the new public service theory and 3F theory of crisis information communication. Finally, focusing on the communication of enhancing crisis management, the measures to improve the coping mechanism and build legal system will be raised.

近年來，國內外公共危機事件頻發。政府作為應對公共危機的核心力量，在 應對公共危機時的能力和舉措直接關係到應對的成敗，特別是應對公共危機的體 制、機制和法制建設及保障良好的危機溝通對成功應對公共危機顯得尤為重要。 本文總結了國內外學者關於公共危機治理的理論和觀點。從體制、機制和法制等 三個方面回顧新中國成立以來公共危機治理及危機溝通發展歷程。通過對應急行 政部門進行訪談，瞭解廣東省公共危機治理體系建設取得的成效，結合廣東省某 市應對強颱風“黑格比”中的經驗和教訓，從公共危機預防監測、危機應對和恢 復重建等各個階段，分析中國目前公共危機治理，特別是危機溝通方面的現狀， 進而提出中國在公共危機應對中存在的體制不科學、機制不完善、法制不健全等 問題。運用公共危機多元複合治理理論，對產生上述現象的原因進行分析。最後， 本文圍繞加強公共危機治理中的危機溝通，從加強公共危機應對體制、機制和法 制建設三方面提出了完善公共危機應對及開展危機溝通的建議。
