This study aims to explore two principals’ life stories in the absence of early childhood policy under three years old. It adopted two methods for data collection, life story and policy analysis respectively. It investigates the factors affecting their career and their personal pursue. The conclusions are as follows: First, the absence of policy under 3 years old in Mainland China did have great impact on the two informant principals. Second, early education learning centers in Mainland China are lack of supervision. There are no concerned rules or regulations for these centers. The provision of courses by these centers is highly market-driven. Third, early education learning center does not belong to that of the education system. The operation of these centers is more similar to that of the business type. The self initiative of the two informant principals has played a significant role in running their centers as well as coping with the ever-changing society. Fourth, the diverse working cultural background has contributed to their assertiveness and commitment to the better of their own business and enhancement of early childhood education quality.

本研究的目的在於通過對兩位親子園園長的生命故事的訪談探究中國早 期教育政策缺失下帶來的影響。0-3 歲的早期教育是近年來才興起的一種朝陽產業， 短短十幾年間其發展規模迅速，由一線城市擴展到二三線城市，每年接受早教課 程的嬰幼兒數量逐步上升，然而，目前缺乏政策的指引和相關部門有效的監管存 在諸多弊端，所以帶來對嬰幼兒乃至其監護人一定的影響，需要引起相關部門重 視。本研究通過對兩位從事早教教育機構親子園園長的生命故事的研究，從宏觀 到微觀兩個角度來瞭解不同背景不同性別的親子園園長由於政策的缺位對其生命 歷程的影響，從而為未來的政策制定提供更多的參考層面和思考。通過研究發現 中國 0-3 歲早期教育政策主要存在辦園資質缺乏教育部門審核和監管，在師資培 訓和課程監管上缺乏統一的標準和管理。目前大部分早教親子園都在工商部門登 記註冊，以商業模式運營，但其教育內容部分工商部門卻無法監管，課程設置主 要以迎合家長的需求和市場需求變化為依據，缺乏科學理論依據，由於這一類服 務涉及 3 歲前嬰幼兒的全日託管，其中存在的衛生，安全問題缺乏監管，存在諸 多隱患，由於政策缺位帶來的影響亟待解決。通過本研究希望能為未來 0-3 歲早 期教育政策的制定者提供更多的參考層面，完善政策，讓更多的孩子能享受到優 質的早期教育。
