Educational fairness is the goal and pursuit of educational development and an important component for building civil society in our country. As the important embodiment of educational fairness, higher education equality has already become an important aspect of building a harmonious society. There are some factors influence on the equality of higher education opportunities, such as national policies and systems, system and mechanism of colleges and universities, regional differences, entrance process of colleges and universities and so on. These factors are not only reflected in the inequality of entrance opportunity in different classes and regions, but also reflected in the inequality of the cost that spent on getting entrance opportunities. For the entrance process of the colleges and universities, many institutions and individuals are involved in each stage. Errors in each step of any stage may focus of most concern in equality of higher education opportunities. According to study and thinking on related theories of public administration, public finance and higher pedagogy, and based on investigation and survey on the real situation of the present higher education in our country, I have written this paper. The paper is divided into 7 parts: the first part is the exposition of the topic selection background and significance, research ideas and methods of this paper; the second part is the review of literatures that related to this paper at home and abroad; the third part is the equity research on authorized strength problems in higher education enrollment plan in our country; the fourth part is the cause analysis on the inequitable phenomena in enrollment planning; the fifth part is research on the equity of higher education entrance process in our country; the fifth part is research on the equity of higher education entrance process in our country; the sixth part is cause analysis on inequitable phenomena of entrance process; the seventh part is feasible policy suggestions given by me with the analysis. According to the series of analysis, we could clearly find that: the difference of higher education opportunities exists objectively, and it is impossible to realize absolute equity, but we still could strive to make entrance opportunities of higher education trend to equity continually. 教育公平是教育发展的目标与追求,是我国建设公民社会的重要组成部分。高等教育公平作为教育公平的重要体现,已成为构建和谐社会的重要方面。对高等教育入学机会公平性的影响,有国家政策制度因素、有高校的体制机制因素、有区域差别因素、有高校的入学流程因素等等。这些因素不仅体现在不同阶层、不同地区的入学机会不平等,还体现在为获得入学机会所付出的代价上的不平等,就高校的入学流程而言,每一个阶段都涉及到众多的机构以及个人。在任何一个阶段中,每个步骤的差错都可能导致入学机会不公平现象的产生。它是高等教育入学机会公平性最受人们关注的焦点。 笔者通过公共行政学、公共财政学、高等教育学等相关理论的学习与思考,并在对我国现阶段高等教育实际情况调查研究的基础上撰写了本文。文章分为七个部分:第一部分阐述了本文的选题背景、意义、本文研究的思路和方法;第二部分对与本文相关的国内外文献进行综述;第三部分对我国高等教育招生计划中的编制问题进行公平性研究;第四部分对招生计划编制中的不公平现象进行原因分析;第五部分对我国高等教育入学流程中的公平性进行研究;第六部分对入学流程中的不公平现象进行原因分析;第七部分通过分析给出笔者认为可行的政策建议。通过系列分析,我们可以较为清楚的认识到:高等教育入学机会的差异是客观存在的,而且在实践中实现绝对公平也是不可能的,但我们仍然可以通过努力使高等教育的入学机会不断趋向公平。 关键词:高等教育公平 高等教育入学机会公平 高等教育入学流程
