Uighur medicine is a important component of ethnomedicine in traditional Chinese medicine, it has been a long history about 2500 years since the emerging of traditional Uighur theory in ancient. In recent years, under the impact of chemistry medicine and modern technology, many classic Uighur medicine prescriptions and preparation methods which are developed by the traditional Uighur medicine theory are constantly update, and breakthrough, modern technology is being used in the R&D and production of Uighur medicine gradually, and the knowledge base of Uighur has changed, from simple depending on the traditional Uighur medicine theory to directed by both traditional theory and the model of modern medicine’s R&D and production. Traditional Uighur medicine industry need to be transform and upgrade, only by combining advance modern science and technology with Uighur medicine’s R&D and industrial, studying advance medicine industrial standard which used in domestic and global, modern Uighur medicine products with some high technology such as “safety, efficient, stable, controllable”, and market competitiveness of Uighur medicine industry can be improve. Based on a sectoral innovation system view, this study aimed to explore how the traditional Uighur medicine industry is transformed by all aspects of sectoral innovation system. We find that Uighur medicine’s knowledge base which includes patents and academic publications has transformed much. At present, most of study for Uighur medicine focus on some difficult therapeutic area such as skin disease and rheumatic disease, and the modern preparation technology of Uighur medicine’s prescription is the most popular study area. As the main behavioral actor, Uighur medicine companies are changing the R&D and marketing model, from depending on other research institutions and marketing companies totally to independent R&D 澳门大学硕士学位论文 V and marketing based on the Uighur culture. At the same time, they are trying to expand their product line and industry chain. For institution level, most of policies for Uighur medicine industry focus on the standardization of Uighur medicine, lake of policy support for Uighur medicine companies. These policies are main from country level, local policies specialized for Uighur medicine are less. The transformation of knowledge base include patents and academic publications act on the innovation activities’ option and innovation actors’ behavior, then stimulate behavioral actor’s innovation, these behavioral actors with many companies try to practice Uighur medicine’s innovation and modern development by collaborating with other institutions. Institution including policies tries to accelerate Uighur medicine’s standardization to promote Uighur medicine industry’s modern development. Every component of sectoral innovation system cooperates with each other and coordinated development, to promote traditional Uighur medicine industry’s transformation and upgrading.

维药是中国传统医学中民族医学的重要组成部分，从古代维药理论基础的形 成，距今已有约 2500 多年的发展历史。近年来，面对化学药物和现代科技的冲 击，以传统维吾尔医药理论为支撑的经典维药处方和制剂方式被不断的更新和突 破，现代科技逐步融入到维药的研发和生产当中，使原本完全由维医药理论指导 下的维药知识基础转变为现代医药研发和生产模式与维医药理论共同指导[1]。传 统的维医药产业需要不断转型，将现代先进科学技术与维药的研发和产业化有机 结合，借鉴我国和国际认可的医药标准和规范，研究和生产出具有高技术特征的 “安全、高效、稳定、可控”的现代维药产品，提升维药产业的整体竞争力 本文从部门创新系统的视角出发，从部门创新系统的各个要素出发探讨传统 维吾尔医药产业如何进行产业转型。分析发现维药在审批、专利和学术发表等知 识基础层面发生了较大转移，目前维药的研究热点主要集中在皮肤病、风湿性疾 病等特色领域，同时维药的研究主要以复方的现代化制剂研究为主。在以企业为 主的行为主体及其互相联系层面，维药企业在不断加大与与外部结构以合作形式 的进行研发和营销逐步转向自主研发，和以维吾尔文化为依托的自我营销模式， 同时不断扩展自身产品以及所涉及产业链。在制度层面，目前维药产业发展的专 项政策主要集中在维药标准化方面，主要依赖于国家层面的政策支持，地方层级 的针对性政策较少，缺乏对维药企业方面的政策支持。 以技术和专利等为主的知识基础的转移是维药产业转型的基础，其通过直接 作用于创新活动的选择和创新主体的行为，进而刺激行为主体进行创新，而以企 业为主的行为主体通过与其他机构合作直接实践维药的创新成果并进行现代化 发展。包括政府政策在内的制度支持则是维药部门创新系统的根本推动力，其通 过加速维药标准化来促进维药产业进行有序的现代化发展，促使各个要素的互相 配合，协调发展，形成维药产业的部门创新体系。以企业为主的部门创新体系中 的行为主体作为创新实践者，通过一系列的创新活动和行为使的维药产业的规模和结构发生改变，进而带动传统维药产业进行升级和转型。
