As the increase of drug accidents, the quality of drug is widely concerned by the society.In Chinese pharmaceutical industry, there were so many obstacles of GMP certification.The low quality mangement of Chinese pharmaceutical enterprises make it hard to entry to Eurpean and American pharmaceutical market. The issue analysises the development of quality and quality management in the global market.And then the quality management development history of Chinese pharmaceutical industry is divides into three stages. The implementation of quality management depends on the quality environment so the five competitive force model is used to analysis the industry quality environment. To find out the motivation and benefit of ISO9000 certifaction to Chinese pharmaceutical enterprises.Data of ISO9000 certificated pharmaceutical enterprise is collected. Factor Analysis is used to evaluate the performance of 24 lisited pharmaceutical enterprises which passed ISO9000 certification ever.The results shows that ISO9000 certifacition can improve the performance of Chinese pharmaceutical industry in short term,but in long term the improvement can’t be sustained.But the performance of certificated pharmaceutical enterprises grow smoothly and continous one year after ISO9000 certification.The further analysis shows that ISO9000 can improve the growth ability and the cash ability. 我国医药产业面临一系列的问题：药品安全事件频发，GMP 认证阻碍重重。 我国制药企业一直无法进入欧美发达医药市场，一方面是欧美医药市场准入制度 的严格，另一方面也与我国制药企业质量形象的低下和制药企业质量管理能力的 低下。 本文首先分析了质量和质量管理的发展历程，同时基于质量管理的发展历程 把我国医药产业质量管理的发展历史分为三个阶段。质量环境对于质量标准的实 施至关重要，质量标准得到良好的实施依赖于其质量环境的发展，本文以产业结 构分析中的“五力模型”为基础，分析了我国制药产业质量环境的变迁过程。我 国医药产业目前处于从质量控制阶段向质量管理阶段转变的过程，ISO9000 质量 管理体系作为一个标准化的质量管理体系在全球各个行业得到广泛的应用，在我 国医药产业推行时间还很短。在我国医药行业，与 GMP 认证不同，ISO9000 认 证是非强制性的，这使得制药企业在寻求认证的过程具有选择性，因此实施 ISO9000 认证的收益与其认证动机存在很大的相关性。本文分析了制药企业追寻 ISO9000 认证的动机和可能的收益，并分析了 ISO9000 认证对制药企业财务绩效 的影响，使用因子分析的方法分析了我国通过 ISO9000 认证的 24 家上市制药企 业认证前后三年的经营绩效变化，结果发现 ISO9000 认证在短期内能提高我国医 药行业综合经营绩效，但从长期来看，这种提升效果并未能持续，但是认证一年 后制药企业绩效呈上升趋势，且保持持续稳定上升。进一步的因子分析证明了 ISO9000 认证对于制药企业成长能力和获现能力的提升效果，这种提升效果证明 了认证的战略性意义。 关键词：医药产业，质量管理，ISO9000
