EXECUTIVE SUMMARY The rapid development of information and communication technologies (ICTs) has been changing the nature of public services as well as the relationship between government and citizens. Governments worldwide are using different ICTs to provide citizens with more convenient access to government information and services so as to bring government closer to its citizens. The Macao government has been implementing e-government these recent years as well. The success of e-government depends on citizens’ acceptance. E-government will succeed only if citizens agree with it and are really using it. This thesis studies the Macao e-government implementation and tries to identify the core factors that affect Macao citizens’ acceptance of their e-government. A theoretical framework of e-government acceptance is developed based on the prior studies on technology acceptance and literatures related to e-government. This framework consists of three core constructs, i.e., the perceived usefulness and perceived ease of use from Technology Acceptance Model (TAM), and “trust”. There are also supplementary constructs extracted from other theories of technology acceptance to help further explain the variance of acceptance. The Macao e-government acceptance model is established based on this framework, and a formal questionnaire-based field survey has been carried out to collect data for the test of the proposed model. The findings of this study show that Macao citizens are generally positive towards using e-government. It provides support for the contention that perceived usefulness, perceived ease of use and trust are the core factors that affect citizens’ intention to use Macao e-government. Other significant factors that help further explain variance in citizens’ intention to use Macao e-government are attitude, resource facilitating conditions and compatibility. Although citizens welcome e-government, there are still several issues hindering citizens to really move to e-government. The usage statistics show that citizens are mainly going to government websites for information and forms download, while there are only a few people really using the e-services. As a whole, people are only spending little time to explore their e-government. The study reveals that citizens may actually perceive their e-government as a nice-to-item, which can be skipped from their normal daily life probably. Macao government should continue to refine or re- engineer its service process so that the e-services from Macao e-government would become more comprehensive and essential. Macao government should also provide continuous education programs to its citizens and plans for promotion activities regarding e-government so that e-government can be more integrated into citizens’ life.
